He means speaking what needs to be done even if he doesn't win the election because of it. We need political courage so that stuff will get done to fix the economy and the problems we face.
Hes showing courage because what he says could have an effect on his election. we need courage to do what is necessary to save our economy and enviroment from running dry. It wont be easy, but its what needs to be done.
