Transportation Infastructure in PA

In your estimation, what is the worst case scenario for PA if roads and bridges do not receive the maintenance that they require?

What measures are being taken to improve the rail infrastructure in PA? Will we see accommodations for both freight and passengers, or are rail passengers a phenomenon of the past?

Does the Commonwealth have the jurisdiction to turn ALL of its federal interstate routes into toll roads?

Why is there a Turnpike Commission separate from the PA Department of Transportation? Wouldn't it be more efficient to have one central authority?

What creative measures can PA or any state take to adequately fund transportation infrastructure maintenance and improvement?

Given the indicators that the age of oil is rapidly coming to a close, what sorts of alternative energy sources do you see driving the economy in PA?

-the PA Mobility Plan is PA's long-range state wide Transportation plan.
-The mobility plan sets PA's Transportation direction through 2030.
-The mobility plan is to provide the best performing transportation system for people, business, and places.

Gen--

In 2007, Gov. Rendell delievered his budget address to a joint session of the Genereal Assembly.
Many believe that we should fix it first by investing maintenance and reconstruction before makeing a new one. We should also make sure that its adequate and the fund sustains our public transportaition systems. The last thing is to link land use ad transportation funding.

Efficient public trans. systems reduce the number of cars on the on the road and increase our options for getting around. Transportation needs to be built and operated in the public interest so it will help redce traffic congestion and increase alternatives to car travel.

john mcCain-- wants to reduce oil dependency by making cars more efficient.

Barak obama-- Has a high priority for strengthening roads etc. Wants to require states to create more pedestrian friendly roads.

interstate eighty-one is reaching the end of it's life expectancy, and needs to be rebuilt.

The Pennsylvania turnpike commission is investing two and a half billion dollar on the Rebuilding and Rehabilitation of roadways, bridges, interchanges, and intelligent transport transportation systems.

the plan to rebuild interstate eighty include the construction of two new interchanges linking interstate ninety-nine and interstate eighty.

forty-five percent of the states interstate system will be funded through toll roads.

Toll roads will be charging more so the roads can stay safe, smooth, and litter free. A lot of money will be going towards improving driving conditions.

Ed Rendell, Arnold Shwarzenneger, and Michael Blomberg all estimated that there is a 1.6 Trillion dollar need for road and transportation over the next 5 years. The three men want to work with the candidates to inform them about the transportation crisis. Tehy want to increase Federal funding on the transportation purposes. They want to take care of bridge problems, tracks that trains transport on, airports that need new runways, and waterlines and backup systems. Also, they want to take care of sewage plants that leak into rivers and oceans. Their goal is to fix problems before they ocur so that it doesnt end up costing us more money when something bad happens, and to keep people safe ans to have no more tragedies. It is believed is that america doesn 't invest enough money into the infrastructure and wha they do invest they don't invest wisley. The rockefeller foundation has agreed to provide funding and servixes to this idea to provide by the three governers, and will provede for the salary od the workers to work on the projects.

Governer Rendell belives that the money in the war should be put twoards these issues instead of their being a war to need all of this money.

Obama want to end the war, if he became president and did rendell is saying that is probably where that money would go. He has an intrest in fixing these problems, and to avoid disaster.

Mckain is ignoring these issues to provide money for the war funds.

They are going to find some way to gain money for the road fixtures, even if this means putting tolls on main highways. At this point the Pennsylvania turnpike is planing to invest $250 million per year to repairing the most popular of roads.

In November of 2006 governor Ed Rendells PA tansportation funding and reform commission found a 1.7 bilion shortage of funding the commonwealt tarnsportation infrestructures and mass transit services. there is another 900 million for the state highways and bridges. the mas transit needs 700 million to meet the PA transportation funding needs. they say to fill the funding gap that we need to increase taxes, gas price, license and car fees, Realty transfer tax, income tax, sales tax,and the transferred tax. now they saying that we should save 180 million. the oil company should gross profits tax by 6.17%. we need 965 million for annum for roads and bridges. lets talk transportation issues with McCain. He said that they have task of reallocating the 40 billion a year on transportation. he thinks we should gas tax holidays. he thinks that the nation willl face some challenges. For ecample are the transportation. problems we have. he believes it will take some time to fix it but enentfullly it wil be fighted. for my own appoint on the topic is that yes it willtake years and such. but if it takes more time to fix it but eventfully it will be fixed.than more and more problems will be added to this list. now lets see obama thinks that familys need short term relief.he will cut taxes so more money will go in peoples pockets. there should be now of line drlling. Roads and bridges are falling apart and action needs to be taken. Pot holes are forming on many roads and need to be filled. Then from big trucks on highways and other roads are creating little to medium size crevices. Then for bridges there are the pilars underneath that are starting to break down. Also same as the roads, pot holes and crevices are on the bridges. If action fails to take place then more accidents will occur and possibly bridges collapsing.

The Pennsylvania roadway systems are crumbling beneath us and urgently need to be fixed. Many fundraisers are being formed and plans are being made, but these might not take effect for quite a few years. As far as I can tell the presidential candidates have not said much about how they want to fix the PA roadway systems

in 2006 we had a shortfall of 1.7 billion in funding needed for trnasportation and mass transportation transit. to fix this gap ed rendell proposed muliple tax increases including increses in the gas tax, higher license and vehicle fess, and an increase of Rely Transfer Tax. The Comission also proposed increases in local taxes for mass transit funding, including a higher local taxes for mas transit funding, including a higher local sales tax, a higher local Earned Income Tax or a higher local realty trsnsfer tax. ed rendell delivered his fiscal year 2007-08 budget to proposal to the general assembly in feburay 2007 in which he proposed a new 6.17% oil company gross profits tax to fund mass transit in pennslyvania and a possible lease of the pennslyvania turnpike to a private contractor to generate $965 million per annum for roads and bridges. the concet of tolling I-80 was included in of 2007 s part of an inflation sensative slution to bridge pennsylvania's transportation funding gap over the next 50 years. the propose of the I-80 toll conversion project is to provide the necessary additional funding to reconstruct and rehabilitate the aging interstate. over the nest 10 years, they will invest $2.5 billion in the reconstruction of roadways, ridges, interchanges, and intelligent transportation systems

Ed Rendell joined the Building America's Future Coalition to rebuild the US Infrastructure. Arnold Schwarzenegger and Michael Bloomberg are also a part of this.

Act 44 was passed in July 2007. Provides over $116 billion dollars over a 50 year period for transportation maintenance and improvements in PA. This will be done by converting I-80 into a toll facility, increasing existing Turnpike tolls, etc. The anticipated revenue income from this act satisfies 95% of the needed funding indentified by the Governor's transportation report.

If the roads and bridges don't get the maintenance they need and continue to get quick fixes like now the roads will slowly fall apart. After one road breaks apart enough so it has to be completely redone then all the traffic will be forced to use other roads which will jam the roads everywhere.
Currently the state government isn't working on any major fixes for the PA roads. They are mostly prolonging it by doing quick fixes on the roads. However they do plan on redoing the roads in the future starting within the next year or two.

Since nothing major has been done for the roads since the 1950's the roads are going to fall apart soon. Lets just hope we make the right decision and fix them while we still can.

There is a $1.7 billion dollar shortfall in funding for Pennsylvania transportation and infrastructure. 27% of the state’s roads still are considered to be in poor or mediocre condition. It was suggested that $900 million go to state highways and bridges, $65million for local highways and bridges, and $700 million for mass transit. To get this money, the government would require more taxes on gas, higher license and vehicle fees, and a higher realty transfer tax. Generally this means the money would come from our taxes; we would pay for the repairs.

Both the candidates believe something needs to be done about this. The PA house of representatvies is dealing wih this issue as well, to pass more legislation and get funding to help improve the infrastructure. A main problem is age, that many roads or ridges in PA are more than 75 years old. Even Ed Rendell says that it's difficult to find funding for improving the infrastructure. He suggested making a rail line to go through PA to help ease some of this mass transit.
